On November 13, 2016, Forsyth County Sheriff's Office (FCSO)Patrol Deputies responded to a call for service regarding an alleged stalking. Deputies used their skills to locate, arrest and charge Harry Ronald Seay with Misdemeanor Stalking. Crime Analyst K. Higgins used her research abilities and contacts with the Winston Salem Police Department (WSPD) to develop a timeline for Mr. Seay’s activities between February 2014 and November 2016. During the course of those interactions, it was also possible to link Mr. Seay to previously closed WSPD cases.
Crime Analyst Higgins also found open source information related to Mr. Seay’s federal convictions in South Carolina. This information led to a 2006 threat assessment conducted by the South Carolina Law Enforcement Division (SLED) Behavioral Science Unit. Using the information contained in the threat assessment, along with criminal background information related to Mr. Seay, FCSO Criminal Investigations reopened a case for further investigation.
As a result of the work conducted by FCSO Criminal Investigations and Crime Analyst Higgins, Mr. Seay’s charges were upgraded to Felony Stalking. Additionally, Mr. Seay’s criminal record will likely qualify him for Habitual Felon in the state of North Carolina. Crime Analyst Higgins was instrumental in removing a dangerous person with an extensive history of stalking behavior and firearms violations from the community.
